| 2011 LEGISLATIVE LUNCHES THIS WEEK: Friday, January 21, 2011 12:00-1:30 PM Granato's (1391 South 300 West, Salt Lake City) - Conference Room These meetings are for all members of the Utah Redevelopment Association. The objective of this week's meeting is to discuss the legislative session and the draft changes to the Community Development and Renewal Agencies Act. I hope to have a draft of the changes distributed by the middle of this week so everyone can review them prior to the meeting. I will provide a brief summary of the meeting via email for everyone that is unable to attend the meeting. EVENTS URA’s conferences, seminars and workshops improve the skill sets and knowledge base of Utah's redevelopment professionals. Our events also offer substantive sessions, networking opportunities, and venues to create public-private partnerships. The following programs are open to all interested persons (Dates to be determined): •Legislative Lunches During the legisative session, URA members and associate members meet for Friday lunch to discuss legislation that may impact redevelopment and urban renewal agencies. • Legislative Wrap Up An in depth analysis of how the most recent legislative session impacted redevelopment in Utah. Speakers typically were directly involved in the drafting and negotiating of that year’s pertinent legislation. • Redevelopment Round-Up A review of the year's most interesting redevelopment projects, lead by the development teams responsible for them. |

| Old News: 2010 Legislation: Bills affecting redevelopment and renewal agencies included Senator Bramble’s SB 197 and Gene Davis' SB 196. Special thanks to Dave Spatafore for all of his work up on the hill and to Randy Sant of Sandy for helping us with Senator Bramble. We recommend that if any of you have questions on the specifics of the bill or how the changes may impact your agency that you contact any of these attorneys for help. 2009 Legislation: As the URA met during the 2009 legislative session, Senate Bill 205 was recognized as having the most impact on redevelopment and urban renewal agencies. URA members and associates met on Fridays during February and March to work on language that would address the proposed changes with as little alteration as possible. In March 2009, Senate Bill 205 passed and can be found by clicking here: SB 0205. In addition to the minor technical and clarification changes in the bill, the most significant changes include the restriction of tax increment for the UTOPIA bond, changes to the project area budget approval and the removal of the housing requirement for economic development. There were also changes made for the Geneva Steel project as well as some follow up changes for the St. George airport. |
